Priorities are being reassessed at the IMF and the World
Bank.
The annual meeting of the two entities in Ottawa in November
indicated that countries allied to the US led fight against
terrorism would be their focus of attention in coming months. This
did not go down well in all corners. The unhappy parties are
African states like Uganda and Niger who are worried that leaping
to put out economic fires outside Africa will stall much needed
programmes of reform within their continent.
One of the most vocal protests comes from Gerald Ssendualla,
Ugandan finance minister. In Washington, at talks ahead of the
IMF/World Bank meetings, he protested: ?We are here to say please
do not drop us off your radar screens. This is not the time to drop
us. We have noticed there is a decline in aid coming to Africa. All
the aid went to eastern Europe after the Cold War. But...
